وإذا تزاحَمت مفسدتان رُوعي أخفُّهما
If two harms compete, the least harmful should be considered.
رُوعِيَ — should be considered. A passive verb, 'was given regard / heeded,' doer unnamed — the answer to 'when.' Its subject, 'the lighter of the two,' follows; faced with two harms, one minds the lesser.
