تَتَزَاحَمُ — crowd in. Present 'crowd in on each other', subject inside; the ta- front and the pattern give a sense of mutual jostling. Feminine shape pointing ahead to its subjects.

If two harms compete, the least harmful should be considered.
تَزَاحَمَتْ — compete. A reciprocal verb — the 'do-to-each-other' pattern — 'crowded / vied with one another,' feminine to agree with its dual subject 'two harms.' The shape fits two harms jostling, one unavoidable.
