تَرْتِيبَ — arrangement. 'the ordering of', accusative as the object of 're-order', and head of an 'of' pairing with 'priorities' — 'the ranking OF priorities'.

تَرْتِيبِ — arrangement. A noun in the form the preposition before it requires, opening an 'of' pairing with the word that follows. Set directly beside its owner with no separate 'of', it takes its definiteness from that owner and names the ordering the book follows.
