He regards a small kindness from other than him as excessive.
يَسْتَكْثِرُ — regards as excessive. A present-tense verb in the seeking/estimating pattern that means to reckon something as a lot, carrying its 'he' subject inside. It governs the following phrase as its object, the small kindness he treats as large. The pattern here shifts a plain root into 'judge X to be much'.
