فَإِخْتَصَمَا إِلَى دَاوُدِ ﵊
So the two of them brought their dispute to David, peace be upon him.
دَاوُد — David. This is the name of the judge, and it follows the 'to' preposition, so it sits in the post-preposition case even though it is a proper name. Names are already specific, so it needs no 'the'. It is the destination the two women brought their quarrel toward.
