وَإِنِّي رَأَيْتُ خَلْقًا كَثِيرًا غَرَّهُمْ الشَّبَابُ،
And I saw many people whom youth had deceived,
غَرَّهُمْ — deceived them. A past-tense verb with -hum ('them') attached as its object, so one word means 'it deceived them'. It opens a relative description of the people just seen, with its doer (youth) supplied by the next word in the usual verb-before-subject order.
