وَيُؤَخِّرُ — and delays. The wa- links this clause on with 'and', riding on a present-tense 'he' verb whose subject continues from the surrounding context. The doubled middle consonant marks the causative 'makes-late' pattern, so the word states that he keeps pushing something back, named by the object that follows.
