فَإِنَّهُ يَطْلُبُ الْهُبُوطَ؛
For it seeks to descend.
الْهُبُوطَ — descent. An action-noun ('the descending') serving as the direct object of 'seeks', which is why it carries the accusative ending. Made definite by al-, it names what the water is after: to go down. The accusative is the signal that it is the thing acted upon.
