بَلْ لَا يَسْتَحِقُّ الْمَحَبَّةَ وَالْخُضُوعَ التَّامَّ إِلَّا اللَّهُ
Rather, only God deserves love and complete submission.
يسْتَحِق — he deserves. A present verb carrying its 'he/it' subject inside, 'deserves, is worthy of'. Negated now but rescued later by the exception, it sets up the structure 'deserves... only God'. The plain present marks it as a general, standing truth.
