فَجَاءَتْ اَلْبِشَارَةُ فِي كَانُونِ اَلْيَأْسِ بِآمَالِ تَمُّوزِ،
Then the good news came in the December of despair, bringing the hopes of July.
اَلْيَأْسِ — despair. This is the owning, second half of that 'of' pairing, so it sits in the genitive and lends its definiteness back to the noun before it. The chain reads as one unit: the front noun belongs to this one.
