فَقَالَ اِبْنُ صَيَّادٍ هُوَ الدُّخُّ
Then the son of Sayyad said, "He is the duhh."
الدُّخُّ — the duhh. A noun made definite by the prefixed 'the', presenting the word as a fixed, singled-out item; it serves as the predicate the pronoun 'he' is equated with. With no verb 'is' present, the definiteness and word order are what carry the statement.
