وَلْيَعْلَمْ الْبَارَّ بِالْوَالِدَيْنِ
And let the dutiful person know about the parents.
الْبَارَّ — the dutiful person. This noun carries al- 'the' and is an attribute-noun meaning 'the dutiful one', the person the 'let him know' command is aimed at. As the subject of that command it should take the subject role in the clause. So it names who is being exhorted to realize what follows.
