وَمَثَلُ الأَوَّلِ كَرَجُلٍ صَارَعَ رَجُلًا شَدِيدًا فَلَا يُقْهَرُ إِلَّا بِتَعَبٍ وَمِشْقَةٍ
And the example of the first is like a man who wrestled a very strong man; he is not overcome except by fatigue and hardship.
إِلَّا — except. A restricting particle meaning 'except / only', which carves out the single condition under which the otherwise-denied thing can happen. Paired with the earlier negation it yields 'not... except by...', a strong 'only' frame.
