وَيَحُثُّ عَلَى السَّيْرِ وَالتَّشْمِيرِ لِلْحَاقِ بِهِمْ
And he urges setting out and tucking up one's sleeves to catch up with them.
لِلْحَاقِ — for the catching up. The li- here marks the purpose ('in order to catch up'), tying the urging to its aim. The noun it rides is a verbal noun 'catching-up', with the article merged so it begins li-l-, and li- governs it into the genitive. So it states why one sets out: to overtake them.
