وَلِلنِّسَاءِ — and for the women. The 'and' links to the previous phrase, and the 'for' beneath it is a preposition forcing the genitive and marking women now as the target side of the balance. The two phrases together set up a 'from them and toward them' symmetry that frames the warning.
