وَقَوله ١١٥ الْأَنْعَام ﴿وتمت كلمة رَبك صدقا وعدلا﴾
And His saying: 'And the word of your Lord has been fulfilled in truth and justice.'
وَتَمَّتْ — has been fulfilled. 'and it was completed, fulfilled' — past, with the -at marking feminine agreement with 'the word' that follows. Arabic places that subject after the verb, and the verb's -at announces its gender.
