فَإِذَا جَاءَ أَمَرَنِي فَكُنْتُ أَنَا أُعْطِيهِمْ،
So when he came, he ordered me, so I was the one who would give to them.
أُعْطِيهِمْ — I give to them. A present-form verb 'give' with 'them' attached as object and 'I' built in; paired with the earlier past 'was', it expresses a past habit, 'I used to give to them'. The present-form verb inside a past frame is how Arabic shows the repeated action. The 'them' is the recipients.

So I give it to the man, and he drinks until he is satisfied.
فَأُعْطِيهِ — so I give it to him. Begins with the connector 'so/and'; a present-form verb 'give' with 'I' built in and 'it/him' attached as object, so 'so I give it'. The connector links it to the returning of the cup. The cup is the attached object, the man named next.
