ثُمَّ إِئْتِ قَيْسًا فَقُلْ يَا مَعْشَرُ قَيْسِ
Then go to Qays and say, O people of Qays.
ائْتِ — go to. This is a command form, 'come to / go to', addressed to a single person, with the order built into the verb's shape. It launches the next stage of the mission. The proper-name object after it is where he is to go.
