لَيْسَ لِعِبَادِهِ من دونه ولي وَلَا شَفِيع
His servants have no guardian or intercessor besides Him.
وَلِيٌّ — guardian. The delayed subject of 'is not', nominative (the tanwin) — 'a protecting friend'. The 'laysa' raised it to the nominative: they have no guardian.
