فَأَمَرَّ بِتَسْلِيمِهِ إِلَى الرُكْنِ عَبْدِ السَّلَامِ،
So he ordered his handing over to the commander Servant of Peace,
بِتَسْلِيمِهِ — in his handing over. A preposition 'with/by' fused to a verbal noun 'handing-over' carrying a 'him' tag — 'with his being handed over' in one word. The preposition is the fixed partner that 'ordered' takes ('ordered that …'), and the suffix marks who is handed over.
