It is not an action of the limbs that causes you hardship in its endeavor.
يَشُقُّ — it causes hardship. A doubled-root verb, its two final identical letters fused under a doubling mark, meaning 'to bear down hard on'. Its subject 'it' (the supposed work) is built in, opening a clause that describes that work.
