O you who hate him, in your hearts
مُبْغِضِيهِ — those who hate him. The ones called, a sound masculine plural active participle 'haters' with '-hi' (him) attached, in the '-i' form because a called-on plural that governs a noun takes that case. 'O you who hate him'.
