وَإِنْ جَامَعَ إِمْرَأَتَهُ لَمْ يَسْمَعْ اللَّهُ فَأَجَامَعَهَا
And if he had intercourse with his wife and did not say the name of Allah, then he had intercourse with her.
يَسْمَعْ — he says. A present-tense verb forced into the cut-off (jussive) shape by the 'did not' before it, meaning 'he did not name (God)'. The clipped ending marks the negator's effect.
