وَإِذَا أَذْنَبَ فَعَلَيْهِ أَنْ يَسْتَغْفِرَ وَيَتُوبَ
And if he sins, then upon him is to seek forgiveness and repent.
أَذْنَبَ — he sinned. A past-tense verb 'sinned' carrying its own 'he' subject; under this 'when/if' frame it reads as the condition, 'should he sin'. Arabic routinely uses the bare past form inside such conditionals even for a general, future-facing case.
