وَلا يَفْهَمُ حَدِيثًا ،
And he does not understand a hadith,
يَفْهَمُ — he understands. A present-tense verb, third-person masculine singular, the doer 'he' carried in its prefix, falling under the negator before it. It completes 'and does not understand', the negation turning his comprehension into its absence.
