وَفِعْلُهُ فِعْلُ مَنْ لَا يَفْهَمُ وَلَا يَدْرِي
And his action is that of someone who neither understands nor knows!
وَفِعْلُهُ — and his action. Two pieces fuse: wa- ('and') linking to the prior line, and the suffix -hu ('his', male) on the end of the noun. So it reads 'and his action'. It is the topic of the line, with the noun phrase that follows serving as what his action is equated with.
