  The vigil of the guards became easy when they knew their voices reached the king's ears.

  بِسَمْعِ — by the hearing of. 'Bi-' (within / at) fused with 'hearing', first term of an 'of' pairing — 'within the king's hearing'; it governs the genitive. The 'bi-' marks the place reached; it owns the noun that follows.

  سَمِعَ — he heard. This is a plain past-tense verb, 'he heard', with its 'he' subject built in. The doer is shown by the verb form itself; it is the action of the 'when' clause whose result comes next.
