وَالرَّشْدُ فِيهِ مَأْمُولٌ
And sound judgment is hoped for in him.
مَأْمُولٌ — is hoped for. A passive participle used as the predicate: it names the state of being hoped-for, the receiving end of others' hope, rather than an act he does. Arabic marks this passive sense by the participle's pattern, not by a helper verb. It completes the verbless 'judgment is hoped-for in him' statement.
