وَالرَّشْدُ فِيهِ مَأْمُولٌ
And sound judgment is hoped for in him.
الرَّشْدُ — the sound judgment. Carries 'al-' (the), marking it as the specific, known quality, and serves as the subject of a verbless 'X is Y' sentence. Arabic states such things with no 'is' word, simply setting subject against predicate. This noun is what the clause goes on to describe as hoped-for.
