Very hot food is blameworthy, and the Prophet (peace be upon him) forbade it.
مَذْمُومٌ — is blameworthy. This is the predicate completing 'the food is blameworthy'; Arabic needs no word for 'is', so the bare adjective alone makes the statement. Its indefinite ending fits its role as the new information about the subject.
