لَمْ آمُرْ بِهَا وَلَمْ تَسُؤْنِي،
I did not command it, nor did it displease me.
أَمُرْ — I command. A present-form verb 'command' with a built-in 'I' subject, clipped into its cut-short shape by the negation before it, so 'I did not command'. The trimmed ending is the visible mark of that negation.
