وَقَالَ ﴿فَبِعِزَّتِكَ لَأُغْوِيَنَّهُمْ أَجْمَعِينَ﴾
And he said: By Your might, I will surely lead them all astray.
لَأُغْوِيَنَّهُمْ — surely I will lead them astray. An oath-strengthened future verb 'I will surely lead astray' with 'them' attached, answering the oath sworn just before. The leading 'surely' and the doubled energetic ending together make it a vowed certainty, not a mere prediction.
