وَقَالَ ﴿فَبِعِزَّتِكَ لَأُغْوِيَنَّهُمْ أَجْمَعِينَ﴾
And he said: By Your might, I will surely lead them all astray.
فَبِعِزَّتِكَ — so by Your might. This fuses a 'so' opener, a 'by' of swearing, and the noun 'might' with 'Your' attached, making an oath: 'so by Your might'. The 'by' here is specifically the particle used to swear by something, governing the noun into the genitive.
