قَالَ أَرُدُّهَا عَلَى مَنْ ظَلَمْتُهُ بِهَا
He said, "I will return it to the person whom I wronged with it."
ظَلَمْتُهُ — I wronged him. A past-tense verb with a first-person 'I' subject and an attached 'him' object on its end, 'I wronged him'. One word holds doer, action, and the one wronged together.
