And a day on which the Kaaba is clothed.
تُكْسَى — is clothed. This is the passive form of the verb: the Kaaba undergoes the action ('is clothed / draped') rather than doing it. Arabic marks the passive by changing the vowels inside the verb, not with a helper word like 'is'; here it describes what is done to the Kaaba on that day.
