فَهُوَ خَبِيرٌ بِمَا يَصْلُحُ النُفُوسَ وَيَتَأَلَّفُهَا
He was well acquainted with what reforms the hearts and wins them over.
يَصْلُحُ — reforms. A present-tense verb, 'sets right/reforms', with a hidden 'it/that' subject from the relative. It names the action his expertise concerns, and its object follows directly.
