وَإِنْ سَهُلَتْ عَلَيْهِمْ الصَّلَاةُ، فَعَلُوهَا،
And if the prayer is made easy for them, they perform it.
سَهُلَتْ — is made easy. This is the passive form of the verb: prayer is the one made easy, it does not do the easing; something or someone outside makes it so. Arabic builds the passive by changing the vowels inside the verb rather than adding a helper word like 'is', which is why the form looks close to its active twin but flips the roles.
