وبينهم اختلاف شديد في مسائل مزمنة،
And among them was severe disagreement in long-standing issues.
مَسَائِلَ — issues. This noun, issues, is governed into the genitive by the preposition, yet it shows a bare ending without nunation because it belongs to a class of words that resist the normal indefinite ending. So its odd ending is a feature of its noun-type, not a case change.
