فَلَمْ يَبْقَ إِلَّا مَلِكُ غَسَّانِ بِالشَّأْمِ،
So only the king of Ghassan remained in the Levant.
بِالشَّأْمِ — in the Levant. The bi- here is a 'located-in' preposition fixing the Levant as where the king is; it holds the place name in the 'of' ending. It answers 'where?' for the remaining king.
