وَيُخَلِّيهِ — and it makes him. The conjunction adds a present-tense verb on a doubling pattern meaning it leaves or renders him, the object 'him' attached. The verb takes a further accusative describing the state it leaves him in, so it expects a predicate-of-state to follow.
