أَنْتَ مُوسَى الَّذِي اِصْطَفَاكَ اللَّهُ بِرِسَالَاتِهِ وَبِكَلَامِهِ
You are Moses, whom God chose for His messages and for His word.
بِرِسَالَاتِهِ — for His messages. The bi- here marks the means or for-the-sake-of, and governs the plural noun for messages into the genitive, while the tail -hi, 'his', names the owner. So 'for His messages' fuses preposition, noun, and possessor, naming what Moses was chosen for.
