أَنْتَ مُوسَى الَّذِي اِصْطَفَاكَ اللَّهُ بِرِسَالَاتِهِ وَبِكَلَامِهِ
You are Moses, whom God chose for His messages and for His word.
وَبِكَلَامِهِ — and for His word. This fuses the linking wa-, the means-marking bi-, and a tail -hi, 'his', on the noun, 'and for His word'. The bi- governs the noun into the genitive and the suffix names God as owner, adding a second thing Moses was chosen for, parallel to the messages.

كَلَامِ — word of. This noun heads the closing possessive pairing of the heading, 'the Word of God', taking its definiteness from the divine name that follows. It stands apart as a summarizing label for the whole quoted stretch, so it functions as the predicate naming what that scripture is.
