والحاجياتِ التي ترفعُ الحرجَ والمشقَّةَ،
needs that alleviate difficulty and hardship,
والْحاجِيّاتِ — and the needs. The second grade, joined by 'and' — an '-iyyat' abstract plural, 'the needs,' things that ease life though not strictly essential. In the -i form, paralleling 'necessities.' The relative next says what they do.
