يَفْتَقِرُ — he needs. A present-tense verb whose 'ya-' prefix carries a 'he/it' subject built in, meaning to stand in need. It pairs with the 'to/toward' word that follows to mean 'needs it', so the construction together, not the verb alone, conveys the dependence.
