كَمَا يَفْتَقِرُ إِلَيْهِ الْمُبْتَدِيُ،
Just as the beginner needs it,
الْمُبْتَدِيُ — the beginner. A noun carrying 'al-' (the), the definite figure who does the needing, standing as the subject of the verb that came before it. Placed after its verb in Arabic order, it names who, in this parallel clause, is in need of the book.
