فإذا تعارضت مصلحتان قُدِّمَت أرجحُهما،
If two benefits conflict, the one with greater weight should be prioritized.
قُدِّمَتْ — should be prioritized. A passive verb, 'was given precedence,' feminine, doer unnamed — the answer to 'when.' Its subject, 'the weightier of the two,' follows; in a clash of two goods, the heavier one is put first.
