فإذا تعارضت مصلحتان قُدِّمَت أرجحُهما،
If two benefits conflict, the one with greater weight should be prioritized.
أَرْجَحُهُمَا — the one with greater weight. An elative, 'the weightier,' with the dual 'them-two' attached — 'the weightier OF THE TWO.' The dual pronoun ties it to the two benefits just named; that one is preferred.

When the stronger evidence appears, he follows it, and if the disagreement remains after exhausting all efforts, he accepts it, because the unity of hearts upon justice is weightier than the victory of one tongue over another.
أَرْجَحُ — is weightier. An elative, 'weightier / more preponderant,' the predicate of 'the union of hearts...'. It compares that union to a verbal triumph (via 'than' next): unity on justice tips the scale over winning an argument.
