Among them is the one who fights against Allah and His Messenger.
الْمَحَارِبِ — the one who fights. An active participle ('the one who fights') used as a standing noun, definite and in the nominative as the delayed subject of the 'among them' frame. Arabic turns such doer-participles into nouns, so it names one of the types being listed.
