وَتَمَسَّكُوا بِأَعْجَازٍ لَا صُدُورَ لَهَا،
And they clung to outward things that had no inner substance.
بِأَعْجَازٍ — to outward things. This is the preposition bi- ('to/onto') fused to an indefinite plural noun; bi- governs it in the genitive. With the verb 'clung' before it, the bi- marks WHAT they clung to, 'clung TO outward husks'. The plural pictures empty outer shells, set up for the contrast that follows.
