Its sailor overlooks the world, rowing with patience and endurance,
يَغْتَفِرُ — he overlooks. A present-tense verb 'overlooks/forgives' with its subject 'he' built in; the doer, the sailor, is named just after in verb-first order. The present tense gives it a general, ongoing sense.
